What steps will reproduce the problem?
1. Launch Chrome and navigate to chrome://md-settings/advanced
2. Click on 'Clear Browsing Data' button and check all the check boxes on fields present in it.
3. Now click on 'Passwords' check box and observe all the check box below it

Actual : Flickering of check boxes is seen after continuous clicking on 'Passwords' check box
Expected : Flickering of check boxes should not be seen after continuous clicking on 'Passwords' check box

This is a regression issue, broken in 'M-53', below is manual bisect and Narrow bisect info :
Good Build: 53.0.2748.0
Bad Build: 53.0.2749.0
