Allow disabling resampling for decodeAudioData

We need to support the new additional argument to allow disabling of the resampling done by default by decodeAudioData.

Status: WontFix (was: Available)
This was moved to v.next in the spec.

Close this for now (obsolete); we'll reopen/file a new bug when the spec gets updated.
