Disable autofill on bad/unsafe sites as determined by safe browsing

Right now we disable CC autofill on non https pages, but we should disable *all* autofill on bad (i.e. malware infected, etc) pages.

We could probably setup a test page that automatically triggered the SafeBrowsing scary interstitial like ianfette.org does, but with address, cc, and password forms on it instead of just an empty page.
