[Settings, Appearance] Awkward mix of icons and controls

Issue description

The Themes subsection leans off with an icon while the next two sections lead off with a control. The implication is that items in that column are controls, but the Themes icon does nothing.

It's also awkward for the column area below the controls to not have icons or controls (there's text there instead).

The icon/control column should always contain icons (every subsection has an icon) or always have controls (but controls in the follow-on sections are flush right in the subsection), or should always have the start of a subsection title. There should not be a mix-and-match of icons, controls, and text. It doesn't look very good and makes it difficult to move your eye down the left side of the subsections and quickly understand what you are seeing.

We've discussed this before, and I believe the answer was that there are some advantages for scanning the page. Assigning to @bettes for a clearer explanation than I can give :-)

Thanks for the feedback. 

The patterns are put in place to suggest general guidelines on vertical keylines. The types of elements that align on those keylines, or what groupings result from this, are not of priority at this time.

When we evaluate settings as a working whole, maybe removing the themes icon altogether might be of interest.
