On Windows Insider builds, some fonts render badly in Chrome

Reported by tigerhaw...@gmail.com, Jun 23 2016

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2774.3 Safari/537.36

Example URL:
https://www.youtube.com/watch?v=tf7IEVTDjng

Steps to reproduce the problem:
1. Install a Windows developer build (14367+)
2. Use Chrome to browse the web, such as Youtube

What is the expected behavior?
Nice clean fonts

What went wrong?
Apparently something about the font renderer has changed, or Chrome's interaction with it. Fonts appear jaggy and nasty and hard to read.

Does it occur on multiple sites: Yes

Is it a problem with a plugin? N/A

Did this work before? Yes On release builds of Windows

Does this work in other browsers? Yes

Chrome version: 53.0.2774.3 Channel: dev
OS Version: 10.0 (Build 14367)
Flash Version: Shockwave Flash 22.0 r0

This "Anniversary Edition" is due out in less than two months, so this should be fixed on Stable by that time.

@eae, can you triage this? This may be a Skia bug but I can't confirm it locally.

Normal rendering of Scandinavian characters (ö,ä)
