background incomplete on first load if <body> "display:table-cell" style

Example URL:

Steps to reproduce the problem:
1. clear cache
2. visit  http://andreas-voll.de/

alternative:
1. visit load http://andreas-voll.de/
2. press [shilt]+[F5] (on Windows)

What is the expected behavior?
The complete page should have a noisy gray background.

What went wrong?
On first load or after [shift]+[F5] the background-image doesn't cover the middle part of the page.

Does it occur on multiple sites: N/A

Is it a problem with a plugin? No 

Did this work before? Yes I'm not sure it's a regression, but I think it worked in Chrome 41 or so

Does this work in other browsers? Yes 

Chrome version: 51.0.2704.103  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 22.0 r0

I was told Chrome 51 on Debian-Linux has the same bug.

Able to repro this issue on Windows 7 & Ubuntu Trusty (14.04) for the Google Chrome Stable Version - 51.0.2704.106

This is a regression issue broken in M53, below mentioned is the bisect info:
