[Settings, Appearance] Themes descriptive text a little confusing

Issue description

In the Themes section, if you don't have a theme installed you see the text, "Choorse from the Chrome Web Store".

This text should let you know that you're using the default theme (or something like that).

In addition there's no indication that clicking the text/area will take you to the Chrome Web Store. Either the text should be a link, or it should be a button. And it would be nice to show the Chrome Web Store logo there.

I don't think users need to be re-assured that they are using the default theme.

"Choose from the Chrome Web Store" is our current indication that we will open the CWS. We eventually want it to be consistent what will open in a new tab vs subpage vs dialog (see  Issue 613012 ).

Re: # 1, I'm talking more about UI consistency. The "Choose from the Chrome Web Store" control is doing double-duty, because when I don't have a custom theme it says "Choose from the Chrome Web Store" and clicking it takes me to the store. When I do have a theme the control instead tells me the name of the theme and I no longer have an obvious way of getting back to the store to choose another theme.

Really, there should be one control/label that always tells you the name of the current theme ("Default", if it's the default), and another control that takes you to the store when clicked.
