Clicking on "Please update your sign-in details" auth error in the Chrome settings page should navigate to android accounts page.

Issue description

ENVIRONMENT and STATS
Chrome version: 53.0.2774.4
OS: Android

REPRO STEPS
1. Sign in to Chrome on an Android device
2. On a different device (desktop) change the account password.
3. Open Chrome on Android and go to settings.
4. Observe that "Please update your sign-in details" error displayed
5. click on the error.

ACTUAL RESULTS
It is navigated to sync settings where the same error is shown. And clicking the error will open the advanced sync settings where the error is not shown any more.

EXPECTED RESULTS
Clicking on "Please update your sign-in details" error in the Chrome settings should navigate to android accounts page so that the user can update the sign in details.

Additional details:
On IOS when the account password is changed the user is signed out of chrome.

The expected behavior is defined in this spec: https://docs.google.com/document/d/19QQV3C7fW09G227VBWoKgisGYMvjaB31NRxf2I1klS0/edit

Eventually, when the user clicks through to the advanced sync settings screen, there will be an error card at the top of the screen with a button the user can click to open the native UI for signing in again (the Android accounts page). We still want to allow the user to get to the advanced sync settings page, so the button is on that page.

We're targeting M54 for that implementation. This isn't release blocking for any version before then (very small percentage of users are affected).

Marking as WontFix for now.

Elias,thanks for the explanation!

Even after the sign in details are updated in Android accounts page, the auth error in sync-internals and in the Chrome settings page is not going away until a cold start of Chrome is done. Looks like a different issue, will file a separate bug.
