window.focus() call does not bring child window to foreground

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.103 Safari/537.36

Steps to reproduce the problem:
1. Allow all popups (Settings > Content Settings > Pop-ups > Select "Allow all sites to show pop-ups")
2. Go to https://www.googledrive.com/host/0B9U4zVhqBiz7ai1Cb25JelBXeDA
3. Click "Open and Focus Window" link.  The first time this link is clicked it opens a new window and focuses on the window.
4. Leave the opened/child window open and return to the parent window.
5. Click "Open and Focus Window" link again.

What is the expected behavior?
Child window should be focused (brought to foreground).

What went wrong?
Child window is not focused (not brought to foreground).

Does it occur on multiple sites: N/A

Is it a problem with a plugin? No 

Did this work before? No 

Does this work in other browsers? Yes 

Chrome version: 51.0.2704.103  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 22.0 r0

Customers for our site must allow pop-ups.  The window.focus call fails even if the parent window holds on to a reference to the child window after first opening it.

Able to reproduce the issue on Win 7,Mac 10.11.5 and Ubuntu 14.04 using latest stable 51.0.2704.106 and canary 53.0.2777.0.
This is a non-regression issue seen from 30.0.1549.0.

Note : Its working fine on IE 11.

This is a BUG. Bug that has not been fixed for about 5 years by now. But all workarounds dont work anymore.

Google, is it a position not to fix it? May be it's a feature?

Hi guys! Any updates on this issue? Or workaround at least?

I've tested https://justindm234.github.io/chromium622739/# in Chrome 69 on Linux, Windows and Mac and it does focus the new window.

OP, can you confirm if this is working for you now too?
