Add histogram for recording about:flags entries on startup on all platforms

Issue description

We have two mechanisms for tracking use of about:flags via UMA today:

Login.CustomFlags - a histogram of all flags, tells you when a flag is first turned on on ChromeOS (requiring restart).

AboutFlags_ user actions on startup - reports what flags are set at startup as a UserAction (but currently broken on Android - issue 622496).

rkaplow suggests using user actions probably isn't really useful here - that we should probably replace the AboutFlags_ actions with a histogram recorded at startup.  See discussion at https://codereview.chromium.org/2094453003/#msg10
