In Guest mode, for killed page Reload button is seen instead of Send feedback.

Issue descriptionVersion: 53.0.2777.0 (Official Build) cd5f1c60daa702f416e719edf13358571e0bf084-refs/heads/master@{#401526} (32/64-bit) OS: Windows (7,8,8.1,10), Linux (14.04 LTS) What steps will reproduce the problem? 1) Launch chrome, click on avatar icon and select Switch person option. 2) Switch to Guest mode, open a New tab and then open Task manager (Shift+Esc). 3) Kill the New tab task in task manager and observe the first New tab page. In first New tab page, Reload button is seen instead of Send feedback. In first New tab page, Send feedback button should be seen. This is a Non-Regression issue seen from M-45 series (Chrome version: 45.0.2452.0) Note: 1) Send feedback button is introduced from above mentioned build. 2) It is not seen on Mac OS.
