Regression : In md-settings, drop down list does not open properly after clicking on iron icon.

Issue descriptionChrome version : 53.0.2777.0 (Official Build) cd5f1c60daa702f416e719edf13358571e0bf084-refs/heads/master@{#401526} 32/64 bit OS : Windows (7,8,8.1,10), Linux(14.04 LTS), Mac(10.10.5, 10.11.4) What steps will reproduce the problem? 1) Launch chrome, go to chrome://md-settings and click on 'MANAGE SEARCH ENGINES' button. 2) Open dev tools and click on 'Toggle device toolbar' button. 3) Now, on MD-settings page, double click anywhere to zoom-in the page. 4) Try to click on 'Iron icons' and observe. Actual : Drop down list does not open properly after clicking on iron icon. Expected : Drop down list should open properly after clicking on iron icon. This is a regression issue, broken in 'M-52' and below is the Manual regression and Narrow Bisect info. I am able to reproduce this, but when I tried to create a minimal repro did not succeed, see attached HTML file. Given that this happens when in "device" mode only, I think the priority is lower than other outstanding issues. I also found a somewhat related https://github.com/PolymerElements/iron-dropdown/issues/73 (not sure if it refers to same issue).
