Outgoing links appear weird on adding adding theme.

Issue description

Chrome Version: 53.0.2777.0 (Official Build) cd5f1c60daa702f416e719edf13358571e0bf084-refs/heads/master@{#401526} 32/64 Bit.
OS: Windows (7,8,8.1,10),Linux (ubuntu 14.04 LTS)
URL: https://chrome.google.com/webstore/detail/raspberries/gcejnmnnigncpngimibhfaajkoophfjn?hl=en

Steps:
1. Launch chrome and navigate to above url.
2. Apply the theme, navigate to https://www.google.co.in/
3. Hover the mouse pointer over any link and observe the outgoing links.

Actual: Outgoing links appear weird.

Expected: Outgoing links should be properly seen.

This is a non-regression issue M-32.

Note: Issue is not seen in Mac OS.

Unable to reproduce the issue on windows 7 using chrome version 53.0.2785.143.Outgoing links rendered fine without any issues.

lpanse@ could you please once check the issue on latest version and update the thread if the issue still persists.

This bug is tagged as regression.Which means that the bisects are incorrect or do not have an owner who is actively investigating.
Requesting the reporter to triage and update the behavior in all the latest chrome channels and bisect if needed.Close as WontFix if not reproducible.

Re-checked the issue on latest canary 56.0.2920.0, issue is not reproducible. Hence closing the bug.
