Google support pages don't have consistent permalinks to expand sections

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.103 Safari/537.36

Steps to reproduce the problem:
1. Go to: https://support.google.com/chrome/?p=help&ctx=keyboard#topic=3227046
2. Select 'Popular articles" > Click with right button and elect 'Inspect'
3. On the left window >Properties' Tab> Section.Parent.Selected > baseURI gives you the URL to open this web and this section.
4. You try this on new web pages and is not possible?
For example: https://support.google.com/accounts/answer/41078?hl=en-419

What is the expected behavior?
To have an HTML tag to permit open an url with a section open.

What went wrong?
Now I think it's not possible, but just open the url with all sections closed.

Did this work before? N/A 

Chrome version: 51.0.2704.103  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 22.0 r0

I'm not really sure that I have to ask this question over here. If not, could you tell me where I should, please?

Unable to reproduce the issue on win8.1 chrome version 51.0.2704.106- navigating to https://support.google.com/accounts/answer/41078?hl=en-419 baseURL is observed in section.primary-container and section.article-container

If you open link:
https://support.google.com/chrome/?p=help&ctx=keyboard#topic=3227046

It will show web site with section "Popular articles" unfolded.(see 3227046.jpg)

If you open link:
https://support.google.com/chrome/?p=help&ctx=keyboard#topic=3421641

It will show web site with section "Getting started with" unfolded.(see 3421641.jpg)

And the problem is that on link:
https://support.google.com/accounts/answer/41078?hl=en-419

I cannot find a BaseURI for diferent sections ('Forgot password, Change password 
and Password requirements)(41078FP.jpg, 41078CP.jpg have the same BaseURI)

Able to reproduce the issue on Win 7,Mac 10.11.5 and Ubuntu 14.04 using stable 51.0.2704.106 and canary 53.0.2784.1.
Observed same behavior since 37.0.2062.0, looped respective dev group to help further triage the same.

I understand what you're asking for. Unfortunately this isn't the place to report it. You can use the "Was this article helpful?" feedback item on these pages or the Chrome forums.  

Here's what you're asking for:

On pages like https://support.google.com/chrome/?p=help&ctx=keyboard#topic=3421437 there are permalinks for having the various headings open (e.g. having Popular Articles or Personalise Chrome expanded). 

However on pages like https://support.google.com/accounts/answer/41078?hl=en-419 it's not possible to get a permalink URL for the "password requirements" section expanded.
