Regression: Unnecessary hand pointer appears instead arrow pointer on chrome://md-settings page.

Issue description

Chrome Version: 53.0.2776.0 (Official Build) 07025e9df358bb0249550d6124b9817333421fc0-refs/heads/master@{#401299} 32/64-bit.
OS: Windows(7,8,10), Linux(Ubuntu 14.04 LTE).

What steps will reproduce the problem?
1. Launch chrome, go to chrome://md-settings page and click on 'SIGN IN TO CHROME' button.
2. Now hover the mouse pointer on out side of 'Sign in to Chrome' overlay and observe the mouse pointer.

Unnecessary hand pointer appears instead of arrow pointer.
Arrow pointer should appear instead of hand pointer.

This is a regression issue, broken in M-49 series, below is bisect info.

Good build: 49.0.2579.0 
Bad build: 49.0.2580.0

Re-tested the issue on latest Canary chrome version 55.0.2878.0 (Official Build). It's still reproducible.
