Regression:Focus is not seen properly on 'help' check box in chrome://md-settings

Issue descriptionChrome Version: 53.0.2776.0 07025e9df358bb0249550d6124b9817333421fc0-refs/heads/master@{#401299} (32/64 bit) OS: Windows (7,8,8.1,10),Mac OS X(10.10.5, 10.11.4) Steps: (1)Launch chrome, navigate to chrome://md-settings/ (2)Click on 'Advanced' and scroll at the bottom of the page. (3)Click on the 'Reset' option ,press tab from keyboard until the focus is on 'help' check box and observe. Actual:Focus is not seen properly on 'help' check box i.e appears chopped. Expected:Focus should be seen properly on help check box.
