Regression: Unnecessary vertical bar/text selection is seen in manage language overlay.

Issue description

Version: 53.0.2776.0 Dev
OS:Ubuntu 14.04,Windows

What steps will reproduce the problem?
(1)Launch Chrome>>Navigate to chrome://settings/Languages
(2)In Manage Languages overlay double click on R.H.S and observe vertical bar at the bottom when Enable spell checking checkbox is checked.

Expected:Unnecessary vertical bar or text selection should not be seen.
Actual:Instead unnecessary vertical bar/text selection is seen in manage language overlay.

This is Regression issue broken in M-45.

Scenario doesn't hold on Mac OS 10.11.5 as there is no 'Enable spell checking' checkbox.  Reproducible on the latest canary(53.0.2774.3) on Windows-7.
Issue is not in Mac as the option for Enable spell check option is not seen on Mac.

I can confirm that this issue is caused by the suspected revision. (my patch)

It's a minor UI polish issue. Since we are going to launch MD Settings soon (which won't have this issue), we are not going to fix this. It's not severe enough.
