Regression : Weird behavior is seen on opening/closing language settings overlay

Issue descriptionChrome Version: 53.0.2776.0 07025e9df358bb0249550d6124b9817333421fc0-refs/heads/master@{#401299} (32/64 bit) OS: Windows (7,8,8.1,10),Mac OS X(10.10.5, 10.11.4) What steps will reproduce the problem? 1. Launch Chrome and navigate to chrome://md-settings/advanced 2. Click on settings icon under Languages and observe the page Actual : Weird behavior is seen on opening/closing language settings overlay Expected : No such behavior should be seen on opening/closing language settings overlay This is a regression issue, broken in 'M-53', below is manual bisect and Narrow bisect info : Good Build: 53.0.2774.3 Bad Build: 53.0.2776.0 Narrow Bisect: https://chromium.googlesource.com/chromium/src/+log/465606b75e06e443318a8bcaee8ee8226643eeb6..a69c79a742baf63c5a1a43edd6984c430b47c07b?pretty=fuller&n=100 Suspecting: r401192 from Narrow bisect @dpapad : Could you please help to reassign if your change is not the cause for this change. Note : Will soon update Linux info.
