r273516 adds the CV code for EFLAGS. Not sure how we ended up with debug info saying that variables are in eflags, but oh well.

Bot went green at https://build.chromium.org/p/chromium.fyi/builders/CrWinAsan/builds/3705, but now it's red for a different reason:
