Active tab memorization issue after moving the tab/closing/reopening the browser.

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.103 Safari/537.36

Steps to reproduce the problem:
1. Open a few tabs
2. Drag an open and active tab to another tab position
3. Close the browser
4. Open the browser 
5. The active tab is not the last moved tab, but the tab which is at the position (on the tab bar) of the tab we moved. 

What is the expected behavior?
The active tab after reopening the browser should be the tab which was moved instead of the tab at the old position of the moved tab

What went wrong?
lack of code ?

Did this work before? No 

Chrome version: 51.0.2704.103  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 22.0 r0
