Record metric for how often users have --enable-experimental-web-platform-features enabled |

Issue descriptionI don't think we have much of an idea how often users run with "experimental" features enabled in chrome://flags. Having some idea would help us reason about web compat impact (eg. how much weight should we ascribe to an API being available as experimental without users reporting any broken sites).
