llvm continuous testing hwtest is not executing in parallel

I noticed that the testing seems to be completly serial. That is going to take a long time!

Assigning to cmtice. But you and Yunlian decide who can take on this.

I'm not sure if we want to close it or not.  The tests are NOT executing in parallel.

I believe they are.. check the times for:

I thought this was for the rotating testers, not the waterfall testers.
