Close idle sockets on Android on low memory notifications. |

Issue descriptionIdle sockets can take up a lot of memory, particularly SSL sockets and SPDY sockets, which have a couple extra buffers and assorted metadata. This can be a problem on low memory Android devices. Let's close idle sockets on low memory notifications. This will have real performance implications, but it's better than chrome, or chrome's renderer process, being killed.
