Long taps fires a few PointerEvents of type "mouse"

Issue description

0. Enable touch-emulation.
1. Enable PointerEvents through chrome://flags/#enable-pointer-events
2. Open http://rbyers.github.io/eventTest.html, enable PointerEvents in config.
3. Long tap in an empty area

What is the expected result?
All the fired PointerEvents should have pointerType="touch"

What happens instead of that?
We get three PointerEvents with pointerType="mouse": pointerover, pointerenter, pointermove. All these events appear after long-tap delay.
