ts_mon for GAE: remove the need for enumerating instances |

Issue descriptionSend metrics directly from instances with autogen:<instance_name>. In particular, this would hopefully fix the problem of single long-lived instances occasionally losing the ability to send metrics. It would also speed up the time to first metric sent by an instance, so short-lived instances would benefit. This change is for both Python and Go versions.

It is an important bug to fix (as the enumerator cron job is causing us occasional grief and confusion). But it's not critical by any means.
