Steps to reproduce the problem:
Disabling downloading of images is a great way to save data when browsing over a metered/expensive data connection. Chrome/Chromium displays a place-holder of right size instead of downloading the images. But at times, an ideal reading experience means that some of the images ought to downloaded - for example key images of the article, as opposed to those from related/suggested articles.

Currently, this is not possible. The control is either download all images in the page, or none at all. Ideally, it should allow the user to selectively download individual images on demand, just like one can enable a disabled flash plugin. 

What is the expected behavior?
I think it'd make sense to make it to be able to download individual images.
