Scrollbar scrolling should scroll on the compositor thread

Scrolling any scroller using scrollbars currently (53.0.2774.3) forces the scrolls to happen on the main thread. We should let the compositor handle scrolls via scrollbars, both by dragging the scrollbar and by mouse wheeling over it.
