MD Downloads: replace paper-dropdown-menu with cr-action-menu

Two instances:

- from Downloads, click the menu in the upper right.
"Open downloads / folder" appears briefly wrapped, then reflows to one line.

- in Settings, under Appearance, click Font size.
"Very / small" appears briefly wrapped, then reflows to one line.

This is not relevant to MD settings anymore, since all dropdown have been replaced with <select>.
