What steps will reproduce the problem?
1. Launch chrome and 'V2 app' like calculator should be installed and developer mode should be enabled.
2. Relaunch chrome once 'Disable developer mode extension' overlay/bubble appears, click on 'Learn more' link of that overlay/bubble.
3. Observe.

Actual: Browser crashes.
Expected: Browser should not crash.

This is regression issue, broken in ‘M 53’ and below is narrow bisect:
