Issue descriptionChrome Version: 53.0.2774.3 e80153a949f227018f3dd09780c271949074888c-refs/branch-heads/2774@{#7} 32-64 Bit. OS: Windows(7,8,10) Steps: 1. Launch chrome and navigate to https://topcontributor.withgoogle.com/how-to-join?hl=ar 2. Scroll down, change language to english and observe. Actual: Page does not load properly (Delay in loading observed). Expected: Page should load properly. Manual Regression Range: Good Build: 53.0.2763.0 Bad Build: 53.0.2764.0 Narrow Bisect: https://chromium.googlesource.com/chromium/src/+log/f9ca57e1686dc307883b6d68aafdb105d3c44c95..b28c363973c83300ef6c99c5433f1053fef4b2a7?pretty=fuller&n=100 Suspecting: r398836 ? Please re-assign if your change is not the cause of this issue. Note: Issue is not seen in Mac and Linux OS.

This issue still seen on chrome latest canary M53-53.0.2783.2. Observed delay in loading the pages when the webpage is changed to English language. tsepez@ - Could you please have a look in to this issue? Works fine for me on the latest canary(54.0.2787.0) and the latest M-53(53.0.2785.6) on Windows-7. lpanse@: Please check the same on the latest M-53 and M-54 and let us if you are still seeing the issue. Thank you!

Unable to reproduce the issue on Windows 7 using latest M-53(53.0.2785.8) and M-54(54.0.2793.0). lpanse@Could you please check the issue on latest chrome versions and update the thread if issue still persists or not.

Looks like we need feedback before we can proceed on this one. I don't have a windows machine handy but I also couldn't repro on Linux M53.

With response to comment #5: Re-checked the issue on latest canary 54.0.2816.4, issue is still reproducible i.e. delay in loading the page is observed.

M53 Stable launch is coming soon.Your bug is labelled as Stable ReleaseBlock, pls make sure to land the fix asap so it gets chance to bake in beta before stable promotion. Thank you.
