Regression: Focus highlight changes after tapping on 'Googlecast' extension on second instance.

Issue descriptionChrome Version:52.0.2743.49 Revision 01329c89b0a4e83f6481fd5f600b520719a25c9f-refs/branch-heads/2743@{#441}(32/64 bit) OS: Windows 10(Touch device) URL: https://chrome.google.com/webstore/detail/google-cast/boadgeojelhgndaghljhdicfkmllpafd?hl=en What steps will reproduce the problem? (1) Launch chrome,navigate to above url and click on 'ADD TO CHROME'. (2) Tap/touch on extension icon(Cast overlay opened), again tap/touch on extension icon. (3) Observe the focus highlight Focus highlight change(i.e. square to round) after tapping on extension icon on second instance. Focus highlight should not change. This is a regression issue, broken in 'M-51' , below is bisect info: Good Build: 51.0.2674.0 Bad Build: 51.0.2675.0 Narrow Bisect: https://chromium.googlesource.com/chromium/src/+log/c1318c7cee738e5ac762fb3bad9b9b448ded0946..3ead9e2c8b5d650d7d72868ab10f147a86642b97?pretty=fuller&n=100 Suspecting: r380625 @mstensho: Please help me to reassign this issue if your change is not cause for it.

I just tested this with the latest Canary build (54.0.2826.0) on a SurfaceBook using touch. It appears to be working correctly. The button highlight remains square while the Google Cast dialogs are displayed. It is cleared once the dialogs are dismissed or the button is touched (clicked) again.
