Artifact Zoom in Chromium and Linux kernel <=4.4

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Ubuntu Chromium/50.0.2661.102 Chrome/50.0.2661.102 Safari/537.36

Steps to reproduce the problem:
1. Use your keyboard/touchpad
2. Artifact occurs independently

What is the expected behavior?
No artifact zoom by touchpad and keyboard

What went wrong?
Artifact zoom causes zooming to +500% etc. It is frequency increases in time about the system's active state. 

Did this work before? N/A 

Chrome version: 50.0.2661.102  Channel: stable
OS Version: 
Flash Version: Shockwave Flash 11.2 r999

Proposal: upgrade to Linux kernel 4.6, which decreases/minimises the artifact; after the upgrade, I have received no artifact in Ubuntu 16.04      
Hardware: Macbooks, Chromebooks    

Hardware tested: Chromebook (Samsung Chromebook 11", Acer Chromebook 2 13", ...), Macbook Air 2013-mid    
Software tested: Ubuntu 16.04 64 bit   
Linux kernel options: wl

The upgrade can possibly help the other OSes too. 

OS: Linux, Windows, Chromebook   
This seems to be somehow related to Linux Kernel. I cannot reproduce it with LK > 4.09. 

OS: Debian 8.7, Ubuntu 16.04
