Issue descriptionChrome Version: 52.0.2743.49 01329c89b0a4e83f6481fd5f600b520719a25c9f-refs/branch-heads/2743@{#441} 32/64-bit. OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.10.5, 10.11.4) URL : https://www.google.co.in/maps/@19.2014074,72.9519507,15z?hl=en What steps will reproduce the problem? 1. Launch chrome and navigate to above URL 2. Open devtools and go to emulated view and from 'more options' button click on 'capture screenshot' 3. Now click on 'Show all' button on download bar which opens chrome://downloads page in new tab. 4. Now try to zoom in/out the chrome://downloads page using 'Ctrl ++/--' keys from keyboard,observe Actual : Zoom in/out action is not smooth on chrome://downloads page Expected : Zoom in/out action should be smooth on chrome://downloads page This is a non-regression issue, seen from M-51 series as 'Capture Screenshot' option appears from build # 51.0.2694.1 Kindly review the attached video for reference.

This is a layout performance issue. Screenshot attached. (I have only 1 item on the download page) It may have something to do with very long data uri's. We found a similar issue in http://crbug.com/622810
