high Bandwidth usage with GPU / Hardware accelerated under RDP or HDX.

Issue description
Chrome Version : 52.0.2739.0 Fail, 51.0.2704.84 Fail
Other browsers tested:
Firefox: 47.0 OK
Opera: 38.0.2220.29 Fail
Internet Explorer: 11.0.9600.16428 OK
What steps will reproduce the problem?
(1) Windows Server 2008 R2 RDP or Citrix HDX
(2) GPU acceleration
(3) Browser with (forced) Hardware accelerated
(4) scrolling static content. For example a saved WebSide or a big Picture.
What is the expected behavior?
The used Bandwidth is usually approximate 4000 Kbit/s with a single Full-HD 1080i Display.
What went wrong?
With Chrome the Bandwidth is significant higher about 14000 Kbit/s.
If i disable the Hardware acceleration in Chrome or use Firefox with and without Hardware acceleration or use IE11 (without Hardware acceleration) , the Bandwith usage is like expected approximate 4000 Kbit/s.
Chrome startparameter: --ignore-gpu-blacklist
Firefox parameter:
- gfx.direct2d.force-enabled;true
- layers.acceleration.force-enabled;true
- webgl.force-enabled;true
verifying Hardware acceleration :
- Chrome: chrome://gpu, https://developer.microsoft.com/en-us/microsoft-edge/testdrive/demos/fishbowlie/ + gpu-z
- Chrome: https://developer.microsoft.com/en-us/microsoft-edge/testdrive/demos/fishbowlie/ + gpu-z

Could you please upload a copy of the 'chrome://gpu' information? Maybe we should blacklist this GPU setup.
