Non-Regression : Blink of "Please update your sync passphrase" is seen on reloading the page

Version: 52.0.2743.49
OS: Ubuntu 14.04,Windows

What steps will reproduce the problem?
(1)Sign in to user which has Sync Passphrase[Do not enter Sync Passphrase details] -> Now go to chrome://settings page -> observe "Please update your sync passphrase" link under "Sign in"
(2)Now click on Wrench Menu or "Please update your sync passphrase" link and update sync passphrase
(3)Now reload the Page and observe Blink of "Please update your sync passphrase" link

Expected: No Blink of "Please update your sync passphrase" link should be seen 
Actual: Instead Blink of "Please update your sync passphrase" is seen

This is Non-Regression Issue observe from M-29

Able to reproduce the issue on Mac 10.11.5 using chrome version 52.0.2743.49.
Marking it as Untiraged to get it addressed.
