Regression: Highlight issue observed over the 'Manage other people' link in chrome://md-settings.

Issue description

Chrome Version: 53.0.2774.3 e80153a949f227018f3dd09780c271949074888c-refs/branch-heads/2774@{#7} 32-64 Bit.
OS: Windows (7,8,8.1,10)

Steps:
1. Launch chrome and navigate to chrome://md-settings/
2. Click on 'MANAGE OTHER PEOPLE', close the overlay and observe.

Actual: Blue highlight stays over the 'MANAGE OTHER PEOPLE' 

Expected: Blue highlight should not stay over the 'MANAGE OTHER PEOPLE'.

This is a regression issue broken in M-53, will soon update the other info.

Sorry to mark this as a WontFix. This is 
'working as intended' in that this is highlighting because
the keyboard focus is moved to the Manage Other People button
and we switch to a different window. Then switch back to the 
browser window. Each time the browser
window is selected, the current keyboard focus is highlighted.
That happens with the other buttons and checkboxes and such on
that page as well.

A counter example (to help clarify what I'm saying):

This effect doesn't happen with the Sign in to Chrome button
because that is drawing a dialog on the same window and not
switching to another window like the Manage Other People button
does.
