Regression: [Incognito Mode]Unnecessary url of chrome://downloads gets selected after opening downloaded link in new tab.

Chrome Version:52.0.2743.49 Revision 01329c89b0a4e83f6481fd5f600b520719a25c9f-refs/branch-heads/2743@{#441}(32/64 bit)
OS: Windows(7,8,10), Mac(10.10.5,10.11.4), Linux (ubuntu 14.04 LTS)

What steps will reproduce the problem?
(1) Launch chrome, open new incognito window and press ctrl+s to save the page (download bar is seen)
(2) Click on Show all button of download bar, then right click on downloaded link and select 'Open link new tab' 
(3) Observe the omnibox url.

Unnecessary omnibox url(i.e.chrome://downloads) gets selected after step 2.

Omnibox url(i.e.chrome://downloads) should not get selected.

This is a regression issue, broken in 'M-51' , below is bisect info:

Good Build: 51.0.2680.0
Bad Build: 51.0.2681.0

I don't see how this could be estade's change.

In fact, nothing in the bisect range looks like it could have caused this.  Can you please recheck that bisect carefully?

With respect to comment 1:

Re bisecting for the above issue, and getting same narrow bisect range as above mentioned.

Note: Above issue is not reproducible in normal window.

@estade: Please help me to reassign this issue if your change is not cause for it.

a) I can repro but it does seem to be limited to new tabs in incognito browser windows, so this is extremely low priority
b) the "expected" is actually pretty weird as well, focus shouldn't be shifted to the omnibox
c) I agree that that regression range is, if correct, pretty perplexing

Just tested in 58.0.3029.33 - seems to be working correctly (i.e. the URL is not selected in the omnibox).
