Steps to reproduce the problem:
1. Disable smooth scrolling and make sure overscroll history navigation is enabled
2. Try to scroll with a touchpad

What is the expected behavior?
Pages scroll normally.

What went wrong?
Pages start constantly moving left and right with white background shown behind them, and sometimes navigate forward and backward in the history list.
