In incognito, we can flush the in-memory HTTP cache

Issue description

Figure out whether it's worthwhile to flash in-memory HTTP cache in Incognito on Svelte devices despite the network penalties.

And just to add...The issue is about flushing it on low memory notifications.  We could also reduce the caches size on low memory devices.

In-memory HTTP Cache can be huge on Android devices (as large as ~100MB as shown by SlowReports data, see  Issue 705053 ). The upper bound of the in-memory HTTP Cache is calculated based on device's physical ram. It's unclear how we should measure the tradeoff between network penalties and ram usage in this case. Due to lack of activity, I am archiving this bug.
