Issue descriptionGoogle Chrome 53.0.2773.0 (Official Build) dev (64-bit) Revision 0 Platform 8481.0.0 (Official Build) dev-channel peppy What steps will reproduce the problem? 1. Open uber tray 2. Observe "Sign-out" text What is the expected output? Text should be in black color What do you see instead? Text is faded. Attached screenshots. Please use labels and text to provide additional information.

I took a look and there are a few possibilities, but I need to know how recent this regression is to be able to narrow it down further. sdantuluri@, can you please provide a bisect range?

We should just archive things rather than moving them to an obsolete hotlist so they dont litter triage efforts. Reopen (and assign) if you disagree.
