Record MobileReceivedExternalIntent for additional cases

We should be recording MobileReceivedExternalIntent for REUSE_APP_ID_MATCHING_TAB_ELSE_NEW_TAB and OPEN_NEW_TAB.

I looked at the code closer, at looks like we are recording MobileReceivedExternalIntent inside the openNewTab() function call. So this is not the issue -- but I guess we still have a question about mismatched statistics.
