r8152: update chromeos-3.8 with UPSTREAM "TX timeout" fixes

Issue description


What steps will reproduce the problem?

What is the expected output?
iperf -P2 and http://stanford.speedtest.googlefiber.net do not get TX timeouts when connected via RTL8153 USB GigE dongle.

What do you see instead?
Occasionally TX timeouts with some hosts.

chromeos-3.8 branch needs r8152 driver to be updated to be at the same level as chromeos-3.18.

WONTFIX (for now): consensus (snanda + dtor + grundler) was to not disturb chromeos-3.8 until someone complains.

I've posted a full r8152 update series (80 patches) to gerrit (last patch in the series):
   https://chromium-review.googlesource.com/#/c/363142/1

and pushed the same branch to my sandbox:
git ls-remote cros | fgrep grundler
...
3976a0b687d44038289d9eb7cca684aa20ea0cdf        refs/sandbox/grundler/chromeos-3.14-update_r8152

in case someone else needs to perform this update in the future.
