r8152: update chromeos-3.14 with UPSTREAM "TX timeout" fixes

What is the expected behavior?
no TX failures.

What went wrong?
chromeos-3.14 r8152 driver is missing UPSTREAM patches.

On older machines some combinations of board + RTL8153 would result in TX timeouts with different TX intensive workloads: "iperf -P2" and stanford.speedtest.googlefiber.net (for MTV or nearby) have previously demonstrated this failure.

I just want to point out the "bug Wizard" is just getting in my way. :(
I just want to fork a bug for each chromeos-* kernel branch so each gets it's r8152 driver updated to the same state that chromeos-3.18 is at now.

This bug is for chromeos-3.14 kernel which is used by these boards:
arkham-private
foster
gizmo
mipseb-n32-generic
mipseb-n64-generic
mipseb-o32-generic
mipsel-n32-generic
mipsel-n64-generic
mipsel-o32-generic
ppcbe-32-generic

So far, I've backported the r8152 driver changes necessary to bring the driver up to the same level that chromeos-3.18 was BEFORE the most recent set of changes. Current work is parked in:
