This has been flaking for at least several days:

Ping. Any idea why this test was flaky? Test results are no longer available. 

Can we either fix + re-enable the test, or just get rid of it?

I tried running these tests locally and they seemed to work fine. Since the logs are long gone, I'll try re-enabling them on the bots.

tracing: Prepare TracingControllerAndroid for Mobile Tracing

Adds support for retrieving known categories and trace buffer
status on the java side. Also reenables a once flaky test.
