Draggable region does not stay in place with fixed position

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64; rv:47.0) Gecko/20100101 Firefox/47.0

Example URL:

Steps to reproduce the problem:
1. In an app create a draggable region, set its position to fixed and top = 0px, change the page height so the vertical scrollbar appears
2. Drag the window by dragging the draggable region
3. Scroll at least the same as the height of the draggable region
4. Try to drag the window again using the draggable region

What is the expected behavior?
The window should move when dragging via the draggable region

What went wrong?
The draggable area itself is scrolled, completely ignoring the position:fixed statement, but the element itself is correctly in place. It's just the dragging region that is moving when scrolling the page.

djunicorn420@: Thanks for the report, could you please help providing a sample jsfiddle/url or other ways to triage this issue and investigate it further.
As I said this is reproducible in an app, -webkit-app-region does not work anywhere else, not in a url or fiddle.

Additionally the opposite also happens. When the element has its position set to absolute it scrolls correctly but the dragging area stays in the same place.

It feels like the rules for the app region were switched between position absolute and position fixed seeing that it behaves as if it was absolute for position fixed and behaves as if it was fixed for position absolute. This only happens for the app region, the element itself behaves exactly as expected.
