Settings - Languages order not stable

Issue description

Chrome Version       : 51.0.2704.84 (Official Build) (32-bit)
URLs (if applicable) : n. a.
Other browsers tested:
  Add OK or FAIL, along with the version, after other browsers where you
have tested this issue:
     Safari: n. a.
    Firefox: n. a.
         IE: n. a.

What steps will reproduce the problem?
(1) configure languages like this:
    (a) English (United Kingdom), Display Google Chrome in this language, Use this language for spell checking
    (b) English (United States), Use this language for spell checking
    (c) English
    (d) German (Austria)
    (e) German, Use this language for spell checking
(2) close settings
(3) reopen chrome://settings/languages

What is the expected result?
Context menu entries:
○ All your languages
○ English (United Kingdom)
○ English (United States)
○ German
Language settings
…

What happens instead?
Settings - Languages:
English (United Kingdom)
English
English (United States)
German (Austria)
German


Please provide any additional information below. Attach a screenshot if
possible.

Settings - Languages:
The order of languages in the settings dialog is not stable i.e. they do not stay the way I order them.

This is a non-regression issue since M 30.0.1549.0 on Win 7,Mac 10.11.5 and Ubuntu 14.04.
Looped respective dev group to further triage it.

Thanks, this is the same root cause as  issue 626153 : "English" will move up on its own.
