What steps will reproduce the problem?
(1) Play a HTML5 video that uses Media Source Extensions
(2) At the end of some gops a black frame is displayed. Especially prevalent when switching between source buffers (bitrates)
(3) Was fine in Chrome about 2 weeks ago

What is the expected result?
Displays the expected frames

What happens instead?
Displays black frames


Please provide any additional information below. Attach a screenshot if
possible.
Audio is fine. Verified the mp4 payload coming from the server has the correct frames and metadata. 
Playing using MSE with mp4 fragments (moof, mdat).

I've attached an example fragment. When playing this fragment the last 7 frames are displayed as black.
