Steps:
1.Launch chrome,navigate to above chrome://md-settings/advanced.
2.Click on 'Manage Password',ensure atleast one entry is made in 'Saved password' and 'Never Saved' password.
3.Click on iron icon in 'Saved Passwords'and observe.

Actual: Overlay overlapping is observed after clicking on iron icon.
Expected: No such Overlapping should be observed after clicking on iron icon.

This is a regression issue, broken in M-51 series, below is bisect info.

Good build: 51.0.2693.2 
Bad build: 51.0.2694.1
