Regression: Unable to play any video at movies section of 'play.google.com'

Issue descriptionChrome Version: 53.0.2774.2 (Official Build) 284c900d4fedb00148839403af374758df95029f-refs/branch-heads/2774@{#4} 64 bit OS: Mac(10.11.4), Retina(10.11.4) URL: https://play.google.com/store/movies?hl=en Steps: 1. Launch Chrome and navigate to above URL. 2. Play any video and observe. Actual: Unable to play any video and giving play back error message. Expected: Should be able to play videos and play back error message should not be seen. This is a regression issue broken in M-53, below is other info. #4: the mentioned CL should only affect video capture, i.e. webcams or the like, and should not introduce new code. The changelog is massive though. I'd suspect the video is playing but can't be seen, hence we're looking for a rendering related CL, dalecurtis@ can you please take a look?

xhwang@ can you help triage and route this? I don't have a purchased play movie content to test with. But trailers seem to play just fine on my macbook w/ canary.

I can repro on play.google.com. But I don't see any logs indicating the media started to play. Also, Netflix plays just fine. So I feel this is caused by some change outside of media. Since this is a recent regression, a manual bisect would be the easiest to find the causing CL. I don't have time to do the bisect today though.

I tried to do the bisect last night but my home network is too slow :( Also, tools/bisect-builds.py uses Chromium builds, which doesn't support purchased movies on Play. So I think we should try facebook.com (see #2). But, I don't use facebook :P Given the fact that this also happens on facebook, and I don't have time to do the bisect any time soon. I'd like to have someone else with a facebook account to help do the bisect. To save you some time, this is what I used last night: tools/bisect-builds.py -a mac64 -b 400850 -g 400610 -- --no-first-run http://test-url-e-g-facebook-com

I am unable to reproduce on 53.0.2777.0 on Mac OS 10.11.5. Play Movies and YouTube purchased content plays fine inline and fullscreen. Can anyone else still reproduce this issue?
