Focus issue is seen on chrome://history on press Shift+Tab key.

OS: Windows (7,8,8.1,10), Mac (10.10.5, 10.11.4), Linux (14.04 LTS)

What steps will reproduce the problem?
1) Launch chrome and navigate to chrome://history.
2) Click on Search history search box and then press Tab key twice(Focus is on CLEAR BROWSING DATA).
3) Now press Shift+Tab and observe.

On pressing Shift+Tab focus should be on 'History'.

On pressing Shift+Tab focus shifts to 'Search history' textbox.

This is a Non-Regression issue seen from M-52 series (Chrome version: 52.0.2734.0)
